Biography
Paulo Uy is the Chief Investment Promotions Officer of the Province of Cebu and head of the Cebu Provincial Investment and Promotions Office (CPIPO), which attracts and manages investment in the province. He promotes Cebu as a predictable, investment-ready destination, drawing on the Cebu Investment Information System, which the province set up to make investment engagement clearer. His office offers provincial properties for joint ventures and partnerships in places such as Sudlon, Cebu IT Park, Larsian, Naga and Pinamungajan, and he pushes growth beyond Metro Cebu, including planned economic zones in Argao, Naga and Danao. In 2026 he has also spoken about rebuilding Cebu’s manufacturing sector, with a focus on electric vehicle-related manufacturing and halal-certified food processing, backed by reliable power supply.
