Biography
Asec. Emmy Lou V. Delfin is the Officer-in-Charge Assistant Secretary for Regional Development of the Department of Information and Communications Technology (DICT), designated in August 2026 while serving as the DICT’s MIMAROPA Regional Director. She is a career DICT official and a former head of the DICT’s ICT Industry Development Bureau, where she worked on the department’s startup and industry programs and spoke in support of the country’s blockchain goals. In MIMAROPA, she oversees the DICT’s regional programs on digital connectivity and inclusion, including Free Wi-Fi for All.
